Program Rationale

The Program structure for DLI3 has been devised to promote the key objective of the APRU community: to help the member institutions become more effective contributors to the development of an increasingly integrated Pacific Rim community. To facilitate this objective, the theme of the Conference, Human Capacity Development, has been divided into four broad sub-themes that will be discussed in terms of their relevance for the development of partnerships between member institutions. The four sub-themes are: new drivers, implementation issues, the integration of costing and research issues, and infrastructure issues for distance learning and the Internet. The five keynote speakers will pick up each of these themes and respond through the structure of the program to the interests of the member institutions as stated by their delegates.

To facilitate the delegates' articulation of their institutional interests, the program structure will include break-out groups. These groups will be formed according to the nominated interests as stated by the delegates on the first day. It is hoped that the identification of similar interests and motivations of the institutions of the APRU delegates will encourage fruitful discussion that will provide the impetus for collaborations to develop further, and new ones to form, between now and DLI4.

Given the Program Rationale, day 1 of the conference will set the scene for the discussions both in and out of conference sessions for the following 2 days. All sessions have facilitators whose role is to help tease out the key points of the keynotes for discussion amongst the delegates at appropriate stages during the sessions. The first keynote, Dr Tony Bates, will give an overview of the four sub-themes. The second keynote, Dr Terry Hilsberg will discuss the opportunities for APRU and how they are being informed by new drivers. The afternoon of day 1 will provide an opportunity for the first breakout group, which is largely a self-diagnostic session. This session will allow delegates to articulate why they have come to the conference, what their institutions hope to achieve by participating in APRU and how they might achieve their goals. Day 1 will finish with the first of two parallel paper sessions that will provide exemplars of the type of work delegates are involved in.

Day 2 of the conference will begin with the third keynote speaker, Dr Heather Boyles, who will discuss infrastructure issues from an international perspective. The second of the parallel papers will then follow, before delegates travel from Canberra to Sydney by coach. The evening session for day 2 of the conference is the conference dinner. The seating plan for the dinner will be allocated so that delegates whose institutions have similar interests, as determined by the diagnostic session in day 1, will be at the same table. As day 2 is somewhat interrupted by the travel between institutions, it is hoped that delegates will use the conference dinner as a working dinner that will help them to broaden their professional networks.

Day 3 of the conference begins with Mr Richard Katz, who will address implementation issues related to distance learning and the Internet. The key points of his keynote will be teased out through the facilitator with the panel and delegates. Themes raised by the ensuing discussion will be the focus of breakout groups in the second session on Day 3. These groups will be formed along similar lines to those used at the conference dinner the night before. After lunch on Friday, Professor Paul Bacsich will raise costing and research issues related to distance learning and the Internet, before a final session which will summarise the key insights of the conference and what they suggest for the future of institutions involved in APRU and the directions of their collaborations.
